The HAP System Design Load is just a component that requires the installation of another product called Carrier X-Builder Framework. The product is still available for download on the same page, therefore access the following link and then download the necessary packages. Install the Framework first and then install the HAP System Design Load and it should work.
Tip: This appears to be the full version of the software because for the rest of them you will see that it has the mark of 90 days trial.
